He was born in Lisbon, on January 9th, 1951. He holds a degree in Economics, from the University of Lisbon.
After joining the Portuguese Diplomatic Service in 1974, was Attaché in the Department of Foreign Affairs in Lisbon, in 1975; was Third Secretary of Embassy in 1978 and Second Secretary of Embassy in 1979.
Was posted to the Portuguese Embassy in Athens, Greece, in July 1979,
and to the Portuguese Embassy in Praia, Cape Verde Islands, in 1984; was First Secretary of Embassy in 1984.
Was appointed Chief of Division of the Multilateral Bureau at the Department of Foreign Affairs in Lisbon, in January 1989, Director of the Bureau for Security Defense and Disarmament, in October of 1990 and Director of the Africa Bureau in November 1991, at the Portuguese Department of Foreign Affairs in Lisbon.
Was Consul-General in Barcelona, Spain, from 1993 to 1997.
Counselor of Embassy in 1993, and Minister Plenipotentiary in 1997.
Was Deputy Head of the Portuguese Delegation to the Sino-Portuguese Joint Liaison Group in Macau, and Head of the Portuguese Delegation to the Lands Group, also in Macau, in August 1997.
Was Head of Mission of the European Union Monitors for the Balkans, in Sarajevo, in January 2000.
Was Head of the Portuguese Mission in East Timor, from June 2000 to May 2002.
Was appointed Consul-General in the Macau Special Administrative Region, in February 2003. This post is equivalent to Head of Mission, with effect from January 2004; also accumulated the post of Consul-General in the Hong Kong Special Administrative Region, in October 2003.
Was the Special Representative of the Portuguese Presidency of the European Union for the Strategic Dialogues and Troikas with third countries on Asian and Oceania Affairs, from July to December, 2007.
Was appointed Ambassador to Canada, in December 2008.
Was appointed Ambassador to Austria, Permanent Representative of Portugal to the International Organizations in Vienna and to the Organization for Security and Co-operation in Europe , in March 2013.
He is married to Maria de Natividade Moitinho de Almeida and they have two daughters.
